1. Heat olive oil in a skillet over medium heat. Add shrimp, chili powder, cumin, and garlic powder. Cook until shrimp is pink and opaque, about 5 minutes.
2. Warm tortillas in a dry skillet or microwave.
3. Assemble burritos by layering rice, black beans, shrimp, lettuce, tomatoes, cheese, and sour cream on each tortilla. Roll up tightly.
