1. Cook the penne pasta according to the package instructions. Drain and set aside.
2. In a large pan, heat the olive oil over medium heat. Add the minced garlic and red pepper flakes, and cook until the garlic is fragrant, about 1-2 minutes.
3. Add the cooked pasta to the pan and toss to coat in the garlic oil. Season with salt and black pepper to taste.
4. Remove from heat and stir in the grated parmesan cheese and chopped parsley.
