1. In a small bowl, combine warm water, yeast, and a pinch of sugar. Let sit for 10 minutes until frothy.
2. In a large mixing bowl, combine the yeast mixture, eggs, evaporated milk, and remaining sugar. Mix well.
3. Stir in 2 cups of flour and mix until smooth. Add the shortening and mix well. Gradually add the remaining flour and salt, mixing until the dough comes together.
4. Cover the bowl with plastic wrap and let the dough rise in a warm place for about 2 hours, or until doubled in size.
5. Preheat the deep fryer to 350°F (175°C).
6. Roll the dough out on a floured surface to ¼-inch thickness. Cut into 2-inch squares.
7. Fry the squares in batches until golden brown, about 2-3 minutes per side. Drain on paper towels.
8. Dust generously with confectioners' sugar before serving.
